I stashed my luggage at Shakespeare Hotel near Paddington Station in London, and was able to travel around all over England only with a small suitcase and a backpack. The hotel is in a very convenient location, and open 24 x 7, so it was really easy for me to access my luggage whenever I needed. They also let me use the PC in the lobby for looking up things, charging my cell, and reading my email. I'll definitely stash my luggage at this hotel again when I'm in England. Thanks, Stasher!!
